States roll out varied Obamacare plans

States roll out varied Obamacare plans
| By Michelle V. Rafter, MSN Money

Nearly half of which have States decided, to their own health care Exchange set up, will have a State-run option while residents in other States.

Rocky King spent almost two years getting ready for Oct. 1.

King is executive Director of CoverOregon, which will provide coverage State, online Exchange, health care for individuals, families and businesses with fewer than 50 employees. In the past two years, he has overseen the Exchange computer infrastructure, personnel and training-community partners.

"It was incredible", says King. "We have staff who did 40 to 50 of this training in the past two months, and they are tired."

It is the latest and one of the largest stages of health care reform, health insurance through a network of State and federal marketplaces to an estimated five Americans younger than 65, who currently do not have the coverage extend.

Under the new system if you are not insured or just shopping for better insurance, depends on the type of coverage available in large part where you live.

A total of 23 States run their own exchanges or to offer a partnership with the Federal Government to State hybrid Exchange. The remaining 27 States opted out running their own programs, so residents of those States that will have possibility of registration by the State-run Exchange.

While some Republicans still fight for Obamacare defund, this scenario is considered unlikely. Instead, open registration for individuals and families in a State to start nationwide Exchange as planned and executed by March 30 for cover from 2014.

Registration for small businesses will open on Oct. 1 and will remain indefinitely, no matter where the business is located. By 2015, to provide businesses with more than 50 employees to insurance companies have or will have to pay a fee of $2,000 per employee (excluding the first 30 employees).

Own Exchange States like Oregon, Washington and New York have millions of dollars in federal funds on infrastructure run the marketplaces as well as campaigns to raise awareness, to publish it.

Introduced this week for example, in the State of Washington, chance, a fictional young girl and star of a campaign $13 million inhabitants there wanted to familiarize with its insurance online Exchange, Healthplanfinder. Washington turned more than 1,000 insurance brokers, are trained and licensed people to evaluate plans to help.

Residents of New York can buy new stock insurance through existing and new providers to the State. A new entrant is a cooperative, which plan will provide coverage plus a catastrophic, high deductible like other four levels of support, health insurance of Republic of New York. That co-op claims that their premiums among the lowest offered, ranging from an average $423,64 per month for a "Platinum" plan a single adults up to $173,54 per month for the catastrophic coverage.

Oregon CoverOregon total will offer 102 plans through 11, although most people for a much smaller number of plans into consideration. Under a standard plan, "Silver" would a family of four with an annual income of $32.499, $35.324 $81 to $118 in monthly premiums, with $10 health coverage for doctor visits and $5 pay for health coverage for generic drugs. Families with low incomes receive subsidized insurance and qualify may also for Medicaid, tax credits or other financial support.

No one expects an immediate rush of applications. King estimates that 217,000 people in CoverOregons to register commercial insurance during the first year and an another 200,000 in Medicaid. "Each State we have expected low registration in October", King says. "they go and browse and shop and find out what they are eligible for funding."

In many States, the decision was whether to create politically charged exchanges of State. In Idaho, the State operates an own Exchange despite the widespread opposition to the program. "People in Idaho don't, trust the State Government but they trust Washington, D.C., still less" Eagle, Idaho, bar owner stated in a report of Kaiser Health News/United States today.

Florida rejected extension million funds for health care because of political opposition to Obamacare. The State passed a law to create a health insurance exchange in 2008, but it has not met not open requirements for business and currently Federal Republic. State residents must want to login so the Federal Exchange to work.

Why financial plans aren't just for the rich

Why financial plans aren't just for the rich
| By Laura Shin, Forbes.com

Only 31% of financial decision makers in families say they have created a comprehensive financial plan. Here's why that should change.

Financial plans are only for people with so much money, they don't know what to do with it, right?

Actually, studies show that a comprehensive financial plan can benefit people at all income levels -- but not a lot of Americans know this.

Only 31% of financial decision makers in families say they have created a comprehensive financial plan either on their own or with professional help, according to the 2012 Household Financial Planning Survey conducted by the Certified Financial Planner Board of Standards. The Board defines a comprehensive financial plan as one that covers savings and investments; planning for retirement, education, emergencies, major purchases, and other financial goals; and insurance needs.

But few people have plans in place to cover even a part of their finances: The same study showed only 35% of people have a plan to save for emergencies. And only two-thirds have a plan to meet any of six savings goals, such as for emergencies, retirement, a child's education or a down payment on a house.

It's too bad those figures aren't higher, given that the same survey showed that comprehensive financial plans benefited even people at lower income levels.

As Tom Pemberton, a certified financial planner and owner of Charlotte-based DBA Pemberton Financial Planning, said, "The way you get into the higher income bracket is to have a financial plan."

And don't dismiss financial plans as being for older people. Pemberton, in fact, recommends financial plans for people in their 20s, to help prevent them from making financial mistakes.

"If you look at people who are financially successful," he said, "most of them have been making very smart financial decisions all their life. The sooner you start making smart decisions, the sooner you know where you want to go, and if you have a plan to get there, the more likely you are to attain it. Time is the one thing nobody can give us. If you start in your 20s, you don't have to save that much. The longer you wait, the more you have to save to make that goal." (He was referring to the fact that, the more time investments have to grow, the less money an individual needs to put away in order to achieve the same returns as someone who gave their money less time to grow. This principle is especially helpful for long-term savings goals such as retirement.)

Here are 10 reasons to get a comprehensive financial plan if you don't have one yourself:

Most financial planners will begin your plan by asking you what your financial goals are. For couples, sometimes doing this exercise alone is enough to get the two partners on the same page. "Most people spend more time planning their vacation than planning for retirement or for their financial goals," said Pemberton.

After taking a look at the goals, Pemberton looks to see how you can get there -- how much to save, what types of investments to make. "Then, the planner can do a cost-benefit analysis. Are your goals realistic? Are they attainable? Most of us have more goals than financial resources," he said, adding that time is a huge factor. "It's usually not that the goal is not attainable, it's that the timeline is not attainable," he said, noting that many goals, such as saving for retirement, a mortgage or a child's college education and paying off debt, take years to accomplish.

Once you know where you're headed and how long it will take to get there, then you can look at your cash flow to find out if you're spending more money than you're taking in. "If you have negative cash flow, there's no way you can meet your goals," said Pemberton. The exercise of analyzing expenses often surprises people. "They say, 'I had no idea I was spending that much on Starbucks (SBUX) or eating lunch out,'" he said.

Aside from spending too much, Pemberton says analyzing not just spending but the overall financial picture sometimes exposes mistakes -- and easy fixes. Pemberton said, sometimes people look at their credit card debt and say, "I'm paying 18% on interest to a bank. Am I making anywhere near 18% on any of my investments?"

McKenna Pope prepares to enter Hasbro headquarters holding a box containing some of the 44,000 electronically signed petitions.

By Ben Popken, TODAY contributor
Hasbro plans to unveil a new black-and-silver Easy-Bake Oven in February, following an online petition urging the toy company to market the product in a way that appeals to both boys and girls.

Hasbro, which said it already had the new color scheme in the works, on Monday invited 13-year-old McKenna Pope of Garfield, N.J., and her family to check out the new design at the company's Pawtucket, R.I., headquarters. Pope's Change.org petition, asking Hasbro to make an Easy-Bake Oven in colors other than the "gender-role specific" pink and purple and to feature boys on the packaging and in its marketing materials, garnered 44,000-plus signatures, including celebrity chefs. She started the petition after noticing her 4-year-old brother Gavyn Boscio's interest in cooking. When she went to shop for an Easy-Bake Oven for him, she was bothered that the design and box seemed to focus solely on girls.

"I feel that this sends a clear message: women cook, men work," Pope wrote in her petition description.

"We value input from our consumers and given the widespread interest in McKenna Pope’s story, we extended an invitation to McKenna and her family to visit Hasbro and meet with our EASY-BAKE team," Hasbro's vice president of global brands and publicity, Julie Duffy, told TODAY. During the visit, Duffy said Hasbro showed Pope and her family the new black-and-silver Easy-Bake Oven design the company has had in development for the past 18 months. The design is set to be revealed for the first time at the New York Toy Fair in February 2013.

When asked whether Hasbro would feature boys in the marketing for the toy, Duffy told TODAY that all of the 2013 marketing plans for all its brands are still in development.

Pope told the Associated Press that her younger brother pronounced the new design "awesome." She could not be reached directly for comment, as she in school.

Business spending plans gauge rebounds

Business spending plans gauge rebounds

Reuters

WASHINGTON - A gauge of planned U.S. business spending increased by the most in five months in October, but a fourth straight month of declines in shipments underscored the damage that fears of tighter fiscal policy next year are inflicting on the economy.

The Commerce Department said on Tuesday non-defense capital goods orders excluding aircraft, a closely watched proxy for business spending plans, rebounded 1.7 percent last month after falling 0.4 percent the prior month.

Economists had expected so-called core capital goods orders to fall 0.5 percent.

Shipments of non-defense capital goods orders excluding aircraft, used to calculate equipment and software spending in the gross domestic product report, slipped 0.4 percent. It was the fourth straight month of declines in shipments.

The Commerce Department said there was no indication that superstorm Sandy, which lashed the East Coast in late October, had an immediate impact on factories in that region.

Businesses are cutting back on capital spending, wary of automatic government spending cuts and tax increases, known as the fiscal cliff, that are scheduled to kick in early next year unless the U.S. Congress and the Obama administration can agree on a plan to cut the budget deficits.

The fiscal cliff could drain about $600 billion from an already fragile economy. Business spending is also being undermined by the long-running debt problems in Europe and slowing global demand, especially in China.

Despite the headwinds, the manufacturing sector continues to grow, though modestly. Durable goods orders were unchanged in October as gains in machinery, fabricated metal products, and computer and electronic products offset the drag from automobiles, defense and civilian aircraft.

Economists polled by Reuters had forecast orders for durable goods, items from toasters to aircraft that are meant to last at least three years, falling 0.6 percent last month after rising 9.2 percent in September.

Excluding transportation, orders rose 1.5 percent after increasing 1.7 percent in September.

Merkel tried to calm uproar over eurozone plans

By Noah Barkin and Paul Carrel, Reuters
BERLIN/FRANKFURT – Angela Merkel trying a growing storm over eurozone crisis on Sunday after the Bundesbank governing compared buying bond plans to a dangerous drug and a conservative ally of German leader to calm strategy said that Greece should leave the currency block in the next year.

The comments show of Central Bank Chairman Jens Weidmann and a senior figure in the Bavarian Christian Social Union (CSU), Alexander Dobrindt, mounting unease in Germany with the policy used to fight the three-year debt crisis.

Domestic criticism has reduced Merkel's room for manoeuvre at a time when much more help and policy makers crawl Greece to prevent that infection enveloping large countries such as Spain and Italy.

Two days after the Greek Prime Minister Antonis Samaras Berlin visits and an impassioned plea for politicians not to talk about the possibility of a Greek euro exit made it Merkel a warning to allies, who have said the euro zone would better off without its weakest link.

"We are at a crucial stage in the fight against the euro debt crisis," Merkel told public broadcaster ARD in an interview. "My plea is that all their words very carefully weigh."

Dobrindt, whose Partei prepared in the autumn of next year, for a State election in Bavaria and the Federal vote said top-selling German daily Bild that he expected that in the year 2013 left Greece of the euro area. His comments drew a quick rebuke from Foreign Minister Guido Westerwelle, who said that "Mobbing" must stop euro members.

In addition to Greece, makers of President European Central Bank Mario Draghi have plans to bonds Spain and Italy buy have been economical.

The ECB assumes a greater role in the crisis, while Governments, legal and political hurdles to negotiate to coordinate to a longer-term response. Italian head of the Bank should his plans after a Sept. 6 meeting of its 23-member Board detail.

Merkel gave their tacit support of Draghi on a trip to Canada earlier this month and again in the ARD interview, that they believed the policy of the ECB within the framework of its mandate were to ensure to stable prices in the block.

Addicted
But Weidmann, a former economic advisor to Merkel, said in a front page interview with influential German news magazine Der Spiegel, which buys the bond could be against rules against the ECB to provide for Governments almost financing.

"Such a policy for me in the vicinity of State financing of the press" said Weidmann mirror. "In democracies it is parliaments and not the central banks, which should decide on such a comprehensive pooling of risks."

Funding Governments have long a taboo for Germany. Weidmann of's predecessor as Bundesbank Chief Axel Weber, quit last year in protest against the ECB existing, but now dormant bond purchase scheme - the securities markets programme (SMP).

"We should not underestimate the risk that the Central Bank may finance like a drug become addicted,", said Weidmann.

The Bundesbank retains considerable influence within Germany and in the financial markets due to its inflation-fighting credentials, but, as only one of 17 components at the ECB, it is unlikely that it could fail the plan Draghi.

The TV interview asked whether she supported Weidmann, praised Merkel him speak for his doubts out and said that she looked to influence strong Bundesbank within the ECB as positive. But she cared not to show any support for his criticism of Draghi policy.

Money avoid Central Bank sources told of Reuters on Friday, which is setting yield band considering the ECB aims for the new bond purchase program allows you to keep it shielded its strategy and try to speculators.

Weidmann has such yield band targets "sensitive term" but evidence suggests that he have on the Governing Council such reservations isolated was rejected.

"I hardly believe that I am the only one on this one get abdominal pain", he said.

Dobrindt was direct, said Draghi risks as the "currency counterfeiters of Europe" passed into the history books.

Sticking to commitments
With the "troika" of EU, ECB and International Monetary Fund Greece return is prepared to assess the plight of the weakest link in the eurozone Austria's Chancellor said that Athens pay more time to its debt, should be granted, provided that it is to reform.

"I see a good chance we Greeks stick to their agreements with the EU get the but at the same time more time for repayment will come with a result with Greece, definitely," said newspaper Austria Werner Faymann.

"The most important thing is that the Greeks stick on the reforms and savings targets agreed with us." If this is guaranteed, in favour of a delay in repayment, I am ", he said, adding that the delay could be two or three years."

But Germany's economy and Finance Ministers both reaffirmed their opposition to any relaxation of the time frame for Greece, emphasizes that, what would it mean, more time more money there. Samaras has said that he needs more time but not more money.

Samaras caused no promises from Merkel or of the French President Francois hollande, the Greek leaders in Paris met on Saturday. No final decisions on Greece is expected, before the troika delivers his report in October.

Merkel said that she had come from their talks with Samaras convinced that he seriously about the Greek reform drive, but clearly shown that the pressure on Athens was extremely high. "Every day counts," she said.

RIM expects loss, "significantly" plans job cuts

David manning / REUTERS

RIM CEO Thorsten Heins is trail in Orlando in early May during a BlackBerry.

At 5 pm ET updated: Research in the movement, which once revolutionized the mobile industry with the ubiquitous BlackBerry, is the time, how it tries to start a new line of smartphones while fight against race to stay afloat.

Amid reports that the company plans to eliminate at least 2,000 jobs, said RIM CEO Thorsten Heins late Tuesday are the next few quarters, "difficult" and that the company to check two investment banks had suspended their activities.

Heins also said in a statement that the company expected ends an operating loss for the current quarter, next week. RIM shares fell heavily in Nachborslicher trade after the news.

Heins, said that headcount reductions in seeking $1 billion in the annual expenditure, save the company with plans for "significant" progress is even though he confirm not the recent reports that the company plans to eliminate at least 2,000 jobs worldwide. RIM has approximately 16,500 employees worldwide.

Analysts are doubtful that the maker of the BlackBerry, a one-time darling of the technology industry Canada, can enough, or zoom out enough that repel it stiff competitive faces of Apple's iPhone and Google's Android software challenge.

"We say that is the only way for RIM partner with someone to be purchased or engage in a software company, and I, that the path at the end of the year, the management team became very clear think", Jefferies & company said analyst Peter Misek that includes wireless companies.

RIM has faced declining market share and turnover devices such as iPhones in recent years as a Smartphone and Android have increased before the BlackBerrys.

The Canadian company is its recovery hopes on the launch of the BlackBerry 10-the mobile platform of the next generation that will power a number of new smartphones that is expected later in the year on the market freeze,.

Analysts like Jim Moorman of S & P Capital IQ are wondering whether the introduction of the new operating system is coming too late, market share lost to industry to take back heavyweights like Apple, Google and Samsung.

Moorman notes that the long-awaited - and verzogerte--BlackBerry comes 10 start updated shortly after takeoff Smartphones from Samsung and HTC and Apple is expected to be in the fall to unveil new iPhone.

"This is not a good moment for [RIM] on the introduction of a new product," he said. "This concerns for me." "It is an already-delayed start and it is in the middle of some other important product launches coming out."

RIM faces headwinds on the other hand Moorman notes, including a declining customer base. RIM has added new subscribers to their services at a healthy clip of about 4.5 million users per quarter for the last seven quarters, but the pace slid to 2.9 million in the last quarter, he said.

At the same time, sales of BlackBerry devices, down 6.5 percent in the last fiscal year decline are ended in March from the previous year said Moorman. And soon make a third large write-off on the unsold smartphones and PlayBook tablets which is expected to companies, analysts say.

The strengths of RIM BlackBerry are his long batter life and security, benefits for business, Moorman notes, both but he adds, that other manufacturer device beg are to chip away at RIM "special sauce," improvement of batter life of their devices. And global network outages for BlackBerry may be some business customers have disabled a number of high-profile.

RIM also perennial problems is on the C-suite level, analysts say. Joined after RIM co CEO Mike Lazaridis and Jim Balsillie from its leading role in this year a new CEO, Thorsten Heins, Senior Executive at the company, stepped forward was relatively unknown.

Despite the new leadership, analysts say that the company is the same old problems, including competition, chronic delays in the introduction of new technology and a brand that has lost its position among consumers.

"It seems that the new management team on the reconstruction of the company brand with the BlackBerry-10 platform is set," said Moorman. "I think it will be a struggle for them." "I think we'll see continue to muddle through RIM, but it will be a tough battle."

"I think RIM will continue for a while, bleeding, if the share price gets so cheap, be it an acquisition target, but that's not what wants the company," he added. "they are probably just waiting to see how the introduction of BlackBerry 10 goes."

Anindya Ghose, Associate Professor of management at New York University, Stern School of business, expects that RIM the company must pull out a new helping visionary leader by his company Tailspin.

"To it clearly say they need someone like Steve jobs," he said.

Ghose points as Steve Jobs Apple in the late 1990s again after ten years earlier years have thrown away. He was confronted with a company with low morale, stagnant sales and little sense of direction, and radical changes, the company turn around initiated.

"You need a visionary like him," Ghose said.

Misek of Jefferies says that RIM would do well, turn their hardware store into a niche company and other cell phone manufacturers to offer its Smartphone software like Apple. At this point the probability of RIM is another company acquired by lean looks, he added.

"It's value that can be found in these plants?" he asked.

"With a market capitalization of about $6 billion and net cash of over $2 billion, the value of his company's $4 billion," said Misek.

"If that not tempting enough for someone who buy this company I know not what." Basically, if you pay a 25% bonus, you can now buy research in motion for $5 billion, and that's a very reasonable price. It is already cheap and it is not one attract buyers, "he added."

Scott Sutherland, Wedbush securities and James Moorman, S & P Capital IQ, discuss why they have lowered their 12-month price target on research in motion and whether they see a turnaround for the company in the coming months.

Samsung plans to launch low-end TVs

SEOUL — Samsung Electronics Co, the world's top television manufacturer, has seen TV sales firming up so far this year and plans to introduce cheaper TVs, as demand for lower-end models increase, the head of its TV business said on Wednesday.

Demand for lower-end TVs has been on the rise in recent months as major South Korean retailers such as E-Mart Co introduced flat-screen models that are as much as 40 percent cheaper through alliances with small local manufacturers.

"As long as there's demand, we're open to get into that segment," Kim Hyun-suk, executive vice president of Samsung's visual display division, told reporters.

"We've been preparing to introduce cheap models and have been studying to optimize production costs and retail prices. Those (cheap) models will be ready for sale in one or two months."

Samsung, the most profitable TV maker, also introduced on Wednesday its highest-end premium set that it hopes will help boost profitability, as a fragile global economy threatens to sap demand growth this year after no growth in 2010.

The ES8000 model has voice, motion and face recognition functions, as well as 3D and Internet-enabled capabilities. The models, available in sizes of between 46 and 65 inches, will go on sale from this weekend in South Korea before a global launch in March.

Kim said Samsung's TV sales so far this year have been stronger than a year ago and demand from China remained solid.

Grappling with slowing demand and cut-throat competition, global TV manufacturers are hoping again that premium products with slimmer designs, powerful chipsets and crisp displays will revive growth this year.

Samsung has gained market share in recent years from the traditional TV majors such as Sony Corp, Panasonic Corp and Sharp Corp which have struggled with a soaring Japanese yen and less competitive product line-ups.

Together, Panasonic, Sony and Sharp expect to lose $17 billion this year, highlighting the saving of Japan's electronics industry by foreign rivals like Samsung, weak demand and a strong yen.

Still Japan remains the sole market where Samsung has failed to gain traction in TVs and Samsung said on Wednesday it will further review business feasibility before deciding to get into the market.

Samsung, which sold around 43 million flat-screen TVs last year, aims to sell 50 million TVs this year with half the shipments Internet-enabled.

Spanish sandwich chain has big plans for us

"We love the price and the atmosphere," says caldera. "I come with friends once a week and have three to seven Montaditos." The chain has doubled the number of restaurants in Spain since 2007 200, and now it is their sights on the US Restalia Grupo de Eurorestauracion setting is the parent company of 100 Montaditos, to open 4,000 American branches over the next five years. As in Europe, is chasing the chain with a combination of company-owned stores and franchise restaurants. It would be a faster expansion than Starbucks, not that many stores in the United States have three decades opened after the first shop.

The Madrid-based chain in January opened its first U.S. restaurant in Miami and eight outlets in Florida from March next year is to have. (The Miami store is compared with the $213.000 per month, which generates a mature branch in Spain raking in $140,000 per month already.) The next station is New York Union Square, dieEntscheidung Iberian chain plans to lure students living in the neighborhood with the promise of the Mediterranean fare such as Montaditos stuffed with Serrano ham or duck mousse with crispy onions. "We see exponential growth in the States and around the world", says Director General Carlos Perez, a former radio journalist. "We see the Americans that it come to us, and they can relax and enjoy the atmosphere, as if they were in Spain."

Despite the fast start at home, analysts of the Spanish company say to ambitious plans. "It's big nothing wrong with dreaming, but it is massively difficult () this growth pace,", says Larry Miller, managing director at RBC capital markets in Atlanta. "No one here has ever done it, and it can be even more difficult for a foreign company."

Founded in 2000 by President Jose Maria Fernandez Capitan, 100 Montaditos extended in big cities of Spain with shops style to see from such traditional Spanish restaurants, where you would not be Ahock ham surprised to find that from the ceiling. Restalia has also a possible IPO studied at the U.S. stock market, after it has established a presence.

Analysts say that take longer than the company would like.
